J.J. Johnson (Michael Boatman), the ambitious black rookie, finds himself anxious to fit in with a sheriff's department that has been cited for excessive brutality and racism. J.J. genuinely believes in cleaning up the streets and falsely implicates an innocent man (Ice Cube) in a shocking murder of the wife of a well known businessman. When inconsistencies in reports start to appear, J.J. enlists the help of the department's only female trooper (Lori Petty) to right the wrongs committed against the innocent man in custody. What they uncover is a dangerous world of conspiracy that begins to unravel and leads J.J. to discover the truth about himself and the ideals he once believed in.
