CeBe Barnes (Linda Manz) is a teenager experiencing the frustrations of living in a small town and the difficulties of adolesence. She is an outsider, a rebel caught in the grip of the punk rock generation. Her father, Don (Dennis Hopper), has been in prison for years. Her insecure, weak willed mother works as a waitress in a diner and is having an affair with the owner. CeBe discovers that her mother is also a junkie. Angry and disillusioned, she runs away.CeBe agrees to come home as her father is about to be paroled and her mother promises they will finally be a happy family. Instead, Dons return triggers her recollection of early sexual abuse.
