Twitch, an inmate at New Alcatraz, gets himself transferred across country to an even tougher, more violent penitentiary. He's caught between two rival gangs fighting for control, and although he wants to avoid trouble and make parole, he soon sides up with one of the gangs. His long-time fiancée, Cherise, comes for a visit with plans to break off their engagement, and just as Twitch is about to mend their relationship a riot breaks out and the prison goes into lockdown. The leader of one gang, Burk, is wrongly blamed for killing a rival gang member and both he and Twitch have to form a shaky alliance in order to stay alive.
