While attending an undersea weapons exhibition aboard a U.S. Navy submarine, paramour journalists Ken (Sonny Chiba) and Jenny (Peggy Neal) are shocked to witness a mysterious figure tamper with the test. The Navy casts secrecy, so the intrepid reporters deep-sea dive to investigate for themselves, in the process discovering an underwater city populated by half-man / half-fish water cyborgs, and ruled by a mad doctor bent on world conquest.
