New recruit Detective Lee has had enough of Detective Kang's corrupt activities, and continually suggests he leaves the force. In order to counterattack, Kang gives Lee a pile of unsolved cases, hoping that it will keep him busy. But Lee turns the tables, and completes his assigned tasks. When Lee discovers Kang's up to his old habits at the scene of the robbery, he gives him a seemingly impossible unsolved case which he must solve, or Lee will report Kang's misdeeds.

Detective Lee has been assigned a new partner at the police force, a reputable woman who graduated at the top of her class. Lee feels consideration for his new partner, Choi, and tries to keep her out of harms way, but Choi rushes in to cases as she attempts to put aside her feminine differences. When the Korean mobster group of Sang-Gon begins to terrorize the city, and reports come in that they are planning to unite with the Chinese, Lee and Choi must show their trust in each other as partners, and round up the gangsters who are responsible for the current attacks.
